Mark Toole, Specification Consultant at AG Paving and Building Products, examines the evolving landscape of fire safety in the UK construction industry. With stricter regulations demanding greater accountability and the use of non-combustible materials, he explores how AG’s collaboration with Buzon is driving innovation in fire-safe solutions. From A1-rated paving to advanced pedestal systems, he discusses how these developments are not only ensuring compliance but also delivering durability, efficiency, and long-term value for architects and developers shaping the future of the built environment.

The Grenfell Tower tragedy in 2017 was a devastating catastrophe that laid bare severe failures in fire safety and regulatory oversight within the UK construction industry.

More than just a disaster, it became a turning point, one that forced a long-overdue reckoning and led to critical reforms aimed at preventing such a tragedy from ever happening again. While regulatory changes have strengthened fire safety standards, the responsibility extends beyond compliance, it requires a collective industry commitment to prioritising lives above all else.

In response, significant regulatory changes have been introduced to enhance fire safety, particularly in high-rise and high-risk buildings. The Building Safety Act 2022, coupled with updates to Approved Document B, has set new benchmarks for compliance. The revised regulations mandate that buildings over 18 metres must adhere to stricter fire resistance standards, ensuring the use of non-combustible materials that can withstand extreme heat without compromising structural integrity.

Additionally, the Gateway Legislation, introduced in April 2023, establishes a three-stage approval process that integrates fire safety into the very DNA of a building’s design, construction, and occupation. This framework ensures that fire safety is not an afterthought but a fundamental aspect of architectural planning. Architects, developers, and contractors now have a legal obligation to demonstrate compliance at every stage, significantly reducing the risk of specification changes that could compromise safety.

The construction industry has responded with an increased focus on fire-safe materials and design innovation. Industry leaders, such as Buzon, are at the forefront of this movement, providing architects and developers with pioneering solutions that go beyond regulatory compliance to actively enhance safety.

Founded in 1987, Buzon transformed raised flooring with its innovative adjustable pedestal systems for terraces, balconies, and rooftops. In 2021, the company introduced the A-PED A1, a fire-rated pedestal system crafted from non-combustible materials like recycled aluminium and zinc-coated steel. With a Class A1 fire rating, it offers architects a trusted, fire-resistant solution for high-risk applications.

Rigorously tested to EN 13501-1 standards, Buzon’s pedestals meet the strictest fire safety requirements, minimising fire spread in high-rise and public buildings while enhancing structural integrity and occupant safety.

AG, a recognised leader in construction safety, places health and safety at the core of its operations. Through initiatives like the Go Home Safe campaign, the company fosters a culture of responsibility, ensuring colleagues, contractors, and partners prioritise safety in every aspect of their work.

This commitment was reaffirmed at the 2024 Mineral Products Association (MPA) Health and Safety Awards, where AG received multiple accolades, including the prestigious Sir Frank Davies Trophy. This award recognises companies that demonstrate outstanding leadership in health and safety, highlighting AG’s dedication to continuous improvement and industry best practices.

AG’s partnership with Buzon brings together two industry leaders with a shared commitment to safety, durability, and sustainability. The collaboration ensures that every project not only meets but exceeds fire safety requirements. This is achieved through the integration of A1-rated paving solutions and fire-resistant pedestal systems, offering architects and developers a fully compliant and innovative approach to elevated flooring solutions.

Buzon’s adjustable pedestals support non-combustible surfaces, reducing fire spread risks while also allowing for improved ventilation, drainage, and structural flexibility. Their 30-year project guarantee reinforces their dedication to longevity and reliability, critical factors for architects designing safe, future-proofed structures.

AG’s calibrated flags (Tavira, Lastra, Terrapave and Fiamma) are designed for exceptional performance in high-rise and exposed environments such as rooftop terraces and podium decks. Precision-cut to ensure uniform thickness and tight tolerances, these flags create a secure, interlocking fit that minimises movement, even under extreme weather conditions. Their consistent dimensions result in a stable, level surface, reducing the need for excessive pedestal adjustments and enhancing overall structural integrity.

In high-rise construction, lifting materials to rooftop levels is a critical challenge. AG’s flags are engineered with a high density (80-90kg/m², as per BS EN 1991-1-4), providing the necessary ballast to resist wind uplift during installation. This inherent weight makes the flags stable once in place, ensuring they stay securely positioned without the need for additional fixings. Their flat-stacked, palletised packaging further simplifies handling and transport, reducing on-site labour and the risk of damage during lifting.

Through our partnership with Buzon, we also offer a complimentary design service, providing comprehensive CAD support and technical expertise. This service helps architects and specifiers navigate the complexities of project planning, from visualising complete build-ups, including thermal layers, waterproofing, and pedestal configurations, to ensuring compliance with the latest fire safety regulations. By streamlining the design process, we help ease the burden of regulatory requirements, allowing architects to focus on delivering high-quality, secure, and compliant installations with confidence.

AG and Buzon share a commitment to low-carbon, sustainable construction, delivering eco-conscious paving and pedestal solutions that meet the highest environmental standards. Buzon’s Cradle to Cradle Certified® Bronze pedestals, made from recycled and recyclable materials, support BREEAM and LEED certification, promoting responsible building practices.

AG reinforces this commitment with a transparent, low-carbon manufacturing approach, powered by 100% renewable energy, including biomethane. We source local aggregates from our quarry, located just behind our Fivemiletown manufacturing facility, reducing transportation emissions and further minimising environmental impact. By lowering cement content with supplementary cementitious materials (SCMs) and integrating carbon-cutting technologies, we ensure both sustainability and long-term product performance. Our Environmental Product Declarations (EPDs) provide full transparency on the environmental impact of our materials, enabling architects and developers to make informed, responsible choices.

Recognised as Sustainable Manufacturing Business of the Year 2024 and awarded Platinum status in the NI Environmental Benchmarking Survey, AG is at the forefront of sustainable innovation. Through our partnership with Buzon, we support architects and specifiers in navigating evolving regulations, such as the Future Homes Standard, ensuring projects meet the highest standards of performance, compliance, and environmental responsibility.

The post-Grenfell era of construction is one defined by responsibility, innovation, and resilience. Architects and developers have a crucial role to play in ensuring that the buildings of today and tomorrow are safe, sustainable, and compliant with the highest fire safety standards.

AG and Buzon’s partnership is a testament to what can be achieved when safety is placed at the heart of construction. By integrating fire-rated materials, innovative pedestal systems, and sustainable solutions, they are setting new benchmarks for excellence in the built environment.
